For Cintiq and Intuos Pro products, the Software Bundle Download (SBD) key is located on the back of the driver installation CD, which was included in the package.  

For Intuos Art Comic, Draw, and Photo, the SBD key is located on the front of the product packaging, beneath the flap that must be lifted to open the package.
